Forbes has released their annual valuation of NBA teams. Portland dropped from 9th last year to 14th this year.

The franchise's value grew 1% over the last year from $270 million to $272 million. Operating Income was a league low -$85.1 million, thanks to a payroll of $105 million and a luxury tax payment of $52 million.
So, according to these figures, the "break even" point for the team would have been with a payroll of about $62 million. I think this bodes well for the team's future. It shows that the team can probably spend $55-60 million on salary and still make a profit.
BTW, here is an archived Hoopsworld article with information from past Forbes valuations.
