Not firmly, but he should at least win the Ballon d'Or.

I mean... Messi scored 50 La Liga goals last year. He scored the most goals in a season of European soccer ever. And he was probably in the top 5 on the continent in assists to boot.

IF Portugal win the Euro's and Ronaldo continues his excellent form - does that put him firmly ahead of Messi in the best player in the world discussion?
.

Like Nimreitz said, not firmly.
But IF (and hopefully) Cristiano carries Portugal like he has done in the last couple of games (where he has been utterly unstopable) i'd say yes, best soccer player in the world.
And one of the reasons would be that Portugal, on paper, has no business contending for the Euro Cup. Long gone are the days of Ricardo, Figo, Rui Costa, Deco, Ricardo Carvalho and others.
We're a feisty team, but comparing the roster with the other semifinalists', we're lacking.
Thus, if Cristiano leads us all the way to the top he should be THE MAN.
