Some teams just need talent and to show their team they are willing to get it done, either for the win or crowd support. Look at Lamar Odom. The teams under the cap are not going to spend that much money on Rasheed, and the blazers know it.
They should offer him a 3 year, 22 million dollar contract, with incentives.
