Chicago frequently produces pretty good talent, so Illinois.

I'd say California has some very good point guards represented as well. Jason Kidd, Gary Payton and Baron Davis.

Well, the biggest population centers are going to turn out the most everything, in general. ;)

So, the most populus states probably have turned out the most good basketball players...California, New York, Florida, Texas. Chicago is a major population center, so Illinois is likely up there.
