Massive influx of portal guys who actually do not have any eligibility left. It's a contingency plan in case there is some ruling on universal 5th years of eligibility via a court case. Nothing that really applies to guys who played 4 already and don't have extra years as far as I can tell from a legal battle on the horizon, but that seems to be what's going on. So, if you see a guy who enters that definitely doesn't have any eligibility left - they don't...or they maybe have a waiver case they're looking to apply for.
