No a player cannot. The team and league can fine the player. A few years back as part of a 3 way deal the Bulls got John Starks and he didnt want to play for the Bulls. The LEague and Team fined him, and over in Utah he had to take a minumum contract as a punishment.

David Robinson, John Stockton and Horace Grant were the only other players other than Malone who had no trade clauses. Currently noone has a no trade clause.
