No but really, 10-12 teams maximum for each conference would be my goal with only a select few being 14 teams.

Stadium Size, Attendance and Investments should be enforced.

Which means teams like UL Monroe and Kent State will actually have to step it up.

I heard there's some sort of money rule coming up in 2027 that may be a deciding factor for some FBS teams?
 
We know why it hasn't happened, but I still think the best setup for FCS in this region is a conference with the following schools:

Albany (2023, 2019, 2011)
Bryant
Central Connecticut
(2024, 2019, 2017)
Maine (2018, 2013, 2011, 2008)
Merrimack
Monmouth
(2020*, 2019, 2017)
New Hampshire (2024, 2022, 2017-2004)
Rhode Island (2024)
Sacred Heart (2021, 2020*, 2014, 2013)
Stony Brook (2018, 2017, 2012, 2011)
Towson (2018, 2013, 2011)

This would be a multi-bid league and would be stronger than the Patriot or Ivy.

Should be noted, Queens and Elon are keeping separate athletics, for now. My sense is that won't last as funding 2 D1 athletic departments is not very sensible, particularly if you're merging to pool and expand resources to begin with.
My thoughts as well as this is likely a first for a private university system/campuses to operate 2 separate D-I athletic programs.

What is more likely - Queens goes to D-II/III or do they try to move to the CAA with Elon? Otherwise they are going to have competitive and fiscal challenges among the 2 different D-I schools.

The NEC had two school that each operated two separate athletic programs, but they were at different levels.

FDU operates a D-I program out of its Teaneck (Hackensack) campus, and it still runs a D-III program for its Florham campus.

And LIU recently merged separate athletic teams at Brooklyn (D-I) and Post/Brookville (D-II) into a single D-I program across both campuses.
